The Defense Department will soon release the RFP for Encore II, a multi-billion dollar contract to modernize IT systems. The multiple award contract will include set-asides for one woman-owned business, one owned by a service-disabled veteran and one HUBZone firm, according to the Defense Information Systems Agency.

In a notice posted on FedBizOpps, DISA’s Defense Information Technology Contracting Organization said Encore II will establish indefinite delivery, indefinite quantity task order contracts to provide global net-centric capabilities, attributes or services that support the military services, DOD and other federal agencies. The contracts will cover hardware, software and licenses.

DISA said the RFP would be released around Nov. 28; it had not been released at press time. Awards are expected in May 2006.

The solicitation number is HC1013-05-R-2003-FY06. The contracting officer is Arthur Kruse at encore2@disa.mil.

The Federal Acquisition Institute plans to issue a solicitation for core acquisition training services. This procurement and other opportunities will be discussed Dec. 9 at a vendor meeting cosponsored by the Institute and the Defense Acquisition University. The organizations are working together to address training of the federal acquisition workforce.

Training developers, vendors with commercial-off-the-shelf training products, vendors with capabilities related to the full instructional system design methodologies, and acquisition training experts are invited to attend the meeting at the GSA Auditorium in Washington.
