GSA planning additional consolidations of services
- Agencies may get incentives for moving to professional services schedules;
- BPAs for credit monitoring, acquisition training, language services are next
With a large number of professional services contracts due to expire across government in 2016, the General Services Administration wants to consolidate more of those contracts, according to a regional Federal Acquisition Service commissioner.
The GSA already has reduced its fees for several large agencies using the “OASIS” professional services contract, and now GSA is looking into providing similar incentives to agencies to induce them to buy professional services off the schedules, Tiffany Hixson, Region IX commissioner for the Federal Acquisition Service, said at a conference organized by the Coalition for Government Procurement. Her remarks were reported by Federal News Radio.
About 20% of professional services currently are bought on the GSA schedules. Overall, the GSA has determined that about $26 billion in professional services contracts are expiring in 2016, many more than in 2017.
In addition, GSA has developed a new blanket purchase agreement for identity theft and credit monitoring services. The White House is expected to issue a directive soon to order agencies to use that BPA for all such services, similar to its recent directive to buy nearly all computer desktops and laptops on three IDIQ contracts, Federal News Radio said.
GSA also is considering “a new schedules-based approach” to buying acquisition training and language services for federal agencies, Hixson said.

SBA not resolving its management problems: GAO
Executive turnover has contributed to the Small Business Administration’s difficulties in resolving its long-standing management challenges, the Government Accountability Office said in a new report.
“Frequent turnover of political leadership...has often made sustaining attention to needed changes difficult,” the report said.

Alliant 2 SB 2nd draft
The General Services Administration is seeking comments on its second draft solicitation for the Alliant 2 Small Business IT acquisition vehicle until Nov. 30.
The business size standard is the standard for NAICS 541512, Computer Systems Design Services, which currently is $27.5 million. The final RFP is anticipated in the spring of 2016.

GSA issues final RFP for BMO SB contract
The GSA released a solicitation for the Building Maintenance and Operations (BMO) Small Business strategic sourcing solution (https://goo.gl/PJB669).
The BMO SB solicitation will be applied to geographic zones. The deadline to bid for a BMO contract in Zone 1 is Dec. 4.
Zone 1 consists of DE, MD, NJ, NY, PA, VA, WV and DC.
