The Department of Homeland Security has released the draft RFP for its First Source II contract, a small business set-aside including all socioeconomic categories to provide IT hardware. DHS emphasizes that it seeks “experienced Information Technology Value-Added Resellers.”

The contract has a maximum value of $3 billion over seven years. It will be mandatory for consideration when any DHS unit buys IT commodities. The department describes First Source II as a cornerstone of its small business and strategic sourcing programs.

The NAICS code is 54519. Comments on the draft are due by Nov. 16. The final RFP for solicitation number HSHQDC-12-R-00005 is set for release by December 30.

The Marine Corps at Quantico, VA, plans a solicitation for engineering, analytical, technical and business services for the Marine Corps Warfighting Laboratory. This is an 8(a) set-aside. The Naval Supply Systems Command Fleet Logistics Center Norfolk intends to award an IDIQ contract for a third-party logistics provider to maintain and operate Contractor Operated Parts Stores (COPARS) at various sites. The State Department plans to award an IDIQ contract for staff augmentation services in the United States and overseas. This requirement is set aside for service-disabled veteran-owned businesses. The NAICS code is 541611. Personnel must have a Secret or Top Secret clearance. Estimated contract value is $50 million-$60 million over five years.
