The Departments of Agriculture, HHS and Transportation, among others, have published their FY 2009 Procurement Forecasts on the Web. These listings are the first place to check to see what agencies and bureaus are planning to buy in the coming fiscal year, by quarter. All opportunities valued at $100,000 or more are to be included. Many agencies update the forecast at least once during the year. The forecast identifies each requirement and often indicates whether 8(a), SDB, HUBZone, SDV or small business set-aside is anticipated. Contact information is provided for the designated point of contact for each listing. USDA’s forecast is at www.pforecast.gov, DOT’s at http://osdbu.dot.gov/Procurement/index.cfm, and HHS at http://osdbuforecast.hhs.gov/. For other agencies, check the agency’s acquisition website or look for a link from the OSDBU page.

The Army Contracting Command at Fort McPherson, GA, plans to re-compete the Operations, Planning, Training, and Resource Support Services (OPTARSS) multiple award IDIQ contracts to provide mobilization and deployment planning and execution in support of the military. One set of contracts will be small business set-asides. The NAICS code is 561210. The Interior Department’s National Business Center will be issuing an RFP for IT facilities management for the Agriculture Department’s Foreign Agricultural Services. This is an 8(a) set-aside. The NAICS code is 541513. The contractor will provide IT facilities management, IT equipment maintenance, telecommunications support, local area network management, desktop management, d-mail management, help desk management, IT system support and Internet Information Server administration at 90 offices around the world. The Agriculture Department plans to award an IDIQ contract for architect/engineer services nationwide. This is an 8(a) set-aside. Work will include mechanical, electrical, architectural, and other engineering services including but not limited to structural, space planning, environmental, health, safety and information technology as they relate to the building construction and facility management in the Washington, New Orleans and Kansas City areas. The Army Corps of Engineers, New Orleans District, is soliciting proposals for the Greater New Orleans Hurricane Storm Damage Risk Reduction System. This is a HUBZone set-aside IDIQ multiple award task order contract. The NAICS code is 237990. The ceiling amount for all contracts is $500 million over three years. Task orders may include construction of civil work projects in Southern Louisiana such as heavy construction work for levees, floodwalls, pump station construction or enlargement, roads, floodwalls, culverts and U-Frame canal work, concrete bridge work, earthen channel enlargement and concrete lining, concrete or stone armoring, foreshore protection, etc. RFP number W912P8-08-R-0100 will be released around Oct. 24.
