eMod/eOffer Will Be Mandatory for IT Contractors

Beginning Oct. 1, all GSA IT Schedule 70 contractors will be required to use the GSA eMod/eOffer system for all new offers and modification. 

To use the system, vendors must obtain a digital certificate for all their contract administrators or negotiators. Two companies are authorized to provide the certificates: IdenTrust at www.identrust .com/gsa/index.html and Operational Research Consultants at http://aces.orc.com.

Some tips from consulting firm Washington Management Group:

•Obtain your certificate now so contract administration activities will not be delayed after Oct. 1. It can take up to two weeks before a certificate is issued.
•Use your name exactly as it appears on your GSA contract today. For example, if GSA lists your name as John Smith, do not apply for the digital certificate using your middle initial because the GSA system will not recognize you when you try to submit a new offer or modification.
•Do not lose your password associated with your digital certificate or you will have to buy another certificate.  
•If you switch computers, make sure to transfer the digital certificate to the new computer.
•Have two or more contacts within your organization obtain a digital certificate so submissions or signing of approved modifications will not be delayed.
