Recent Defense Contract Awards to Small Businesses

NAVY

G-W Management Services LLC, Rockville, MD, is being awarded $9,620,237 for firm-fixed-price task order #0013 under a previously awarded multiple award construction contract (N40080-10-D-0498) for design and construction of a special communications requirements engineering facility at Webster Field Annex, Naval Air Station Patuxent River. Five proposals were received for this task order. The Naval Facilities Engineering Command, Washington, is the contracting activity.

APIC Corp., Culver City, CA, is being awarded an $8,700,000 modification to a previously awarded Section 845 other transaction agreement (N00421-03-9-0002) for commercial prototyping process technology needed to develop and fabricate prototype photonic integrated circuit chips for use on Navy and other defense networking and communication systems. The Naval Air Systems Command Aircraft Division, Patuxent River, MD, is the contracting activity.

The USA Environmental Inc., Oldsmar, FL, is being awarded $7,880,451 for cost-plus-fixed-fee task order 0003 under a previously awarded IDIQ cost-plus-fixed-fee contract (N62470-11-D-8007) for munitions response actions at the former Naval Vieques Training Range, Puerto Rico. One proposal was received for this task order. The Naval Facilities Engineering Command, Atlantic, Norfolk, VA, is the contracting activity.

MGC Roofing & Construction Inc., Warner Robins, GA, is being awarded a maximum amount $6,697,170 IDIQ contract for roof repair and replacement and various types of maintenance repairs and preparations associated with roof repair and replacement in the Naval Facilities Engineering Command (NAVFAC) Mid-Atlantic Hampton Roads region.  The maximum dollar value, including the base period and two option years, is $20,091,510. This contract was competitively procured via the Navy Electronic Commerce Online website, with four proposals received.  The Naval Facilities Engineering Command, Mid-Atlantic, Norfolk, VA, is the contracting activity (N40085-11-D-0010).

Blue Rock Structures Inc., Pollocksville, NC (N40085-11-D-8023); Grahams Construction Inc., Delco, NC (N40085-11-D-8024); Huryn Justice General Contractors, Vero Beach, FL (N40085-11-D-8025); Military & Federal Construction Co., Jacksonville, NC (N40085-11-D-8026); PentaCon, Catoosa, OK (N40085-11-D-8027); and Quadrant Construction Inc., Jacksonville, NC (N40085-11-D-8028), are each being awarded an IDIQ multiple award construction contract for general construction projects at Marine Corps Base Camp Lejeune, Marine Corps Air Station New River, Marine Corps Air Station Cherry Point, and other outlying facilities in North Carolina.  The maximum dollar value, including the base year and two option years, for all six contracts combined is $100 million. This contract was competitively procured via the Navy Electronic Commerce Online website,with 37 proposals received. The Naval Facilities Engineering Command, Mid-Atlantic, Norfolk, VA, is the contracting activity.

Colonna’s Shipyard Inc., Norfolk, VA, is being awarded a $7,744,698 fixed-price contract for a dry-docking restricted availability on USS Squall (PC 7). This contract was competitively procured via the Navy Electronic Commerce Online website, with four proposals solicited and three offers received. Norfolk Ship Support Activity, Portsmouth, VA, is the contracting activity (N50054-11-C-1106).

Island Pacific Energy LLC, Honolulu, (N62742-11-D-1191); Pacific Energy Solutions LLC, Honolulu, (N62742-11-D-1192); and Photon Finance LLC, Mountain View, CA (N62742-11-D-1196), are each being awarded an IDIQ multiple award contract for the purchase of reliable locally generated solar alternating current power from Solar Power Generation Systems at military installations for the Naval Facilities Engineering Command (NAVFAC) Pacific area of responsibility.  The work to be performed provides for installation of Solar Power Generation Systems on roofs, parking shade structures, and vacant parcels of land.  The installations will purchase solar alternating current power only, and will not construct, own, or maintain any generation assets.  The maximum dollar value, including the base period and four option years, for all three contracts combined is $500 million. This contract was competitively procured via the Navy Electronic Commerce Online website,with 13 proposals received. The Naval Facilities Engineering Command, Pacific, Pearl Harbor, HI, is the contracting activity.

DEFENSE LOGISTICS AGENCY

BRS Aerospace, South St. Paul, MN, was awarded a firm-fixed-price contract with a maximum $21,244,339 for low velocity parachutes. The Defense Logistics Agency Aviation, Richmond, VA, is the contracting activity (SPM4A7-11-C-0595).

Niche Inc., New Bedford, MA, was awarded a firm-fixed-price contract with a maximum $19,750,500 for low velocity parachutes. The Defense Logistics Agency Aviation, Richmond, VA, is the contracting activity (SPM4A7-11-C-0596).
