  • GAO rules on downsizing of vendor pool

    The Government Accountability Office ruled that the General Services Administration improperly reduced the number of vendors being considered for a contract. The protest by CyberData Technologies was upheld.

    The GSA asked Schedule 70 companies to bid on providing information technology services under a best-value evaluation.

    However, GSA assessed only technical scores, and not price, to narrow the pool to 12. CyberData was ranked 14th.

    “Elimination of technically acceptable quotations, such as CyberData’s, without consideration of their price, was inconsistent with the requirement that price be considered in a best value analysis,” the GAO wrote.

    GAO advised a new solicitation, quotes and decision.
