    NRC has new strategy, contracts for small biz

    The U.S. Nuclear Regulatory Commission is implementing a new strategic acquisition system in fiscal 2013 that will integrate contracting with financial management, Darren Ash, chief information officer, said at an industry event.

    “You should not have two silos,” Ash said at the Mountaintop Marketing Group event. “We need to have it all working together.”

    Along with organizational changes and new headquarters in Bethesda, MD, the NRC has maintained awards to small firms.

    The commissio n awarded 33% of its contracts to small companies in fiscal 2011, and will meet or exceed that this year, Ash said.

    The NRC will have a new acquisition strategy in place by September 2013

    Pending new contracts include two 100% small business set-asides: for multimedia support services for headquarters, and for webcasting services for public meetings, Ash said. Both solicitations will come out in the first quarter of fiscal 2013.

    Also driving change are lessons from the Fukushima nuclear disaster. It was critical for authorities there to have immediate access to facility information.

    The same applies here, and the NRC is making a big push to architect and digitize its paper and microfiche records so that authoritatively-sourced information is easily available.“We want to digitize the old records the right way,” Ash said.

    GSA gives more details on OASIS small biz track

    The General Services Administration announced more details about its proposed small business set-aside track for the upcoming “OASIS” professional services contract.

    “Currently, we are thinking that the best way to maximize small business participation is through the issuance of two solicitations: one OASIS small business set-aside and one OASIS unrestricted,” Jim Ghiloni, program manager, wrote in an Aug. 16 blog entry.

    Agencies would be allowed to set aside task orders for direct award, or for competitions limited to the small business socioeconomic categories.

    A solitication is expected in September. the total value of OASISis estimated at $48 billion.
