Limited view of Buy Indian Act
The two federal agencies implementing the Buy Indian Act have difficulty tracking their contracting under the act, according to a new report by the Goverment Accountability Office.
The Bureau of Indian Affairs and the Indian Health Service have limited insight into implementation of the Buy Indian Act at their regional offices, where the contracts are generally awarded,” the GAO reported.
The BIA awarded 12% of its contracts, or about $36 million, under the act in 2014, while the IHS awarded less than 1%, the GAO said; “Indian-owned obligations” were 23% at BIA and 12% at IHS.
Neither BIA nor IHS collects data from regional offices on use of the act in contracting, and neither specifically reviews BIA contracts regularly, the GAO said.
