Credit for lower-tier subs

      A long-awaited proposed rule has been released that allows prime contractors with small business subcontracting plans to take credit for lower-tier subcontracting with small firms.

      The FAR Councils published the proposed rule to align the FAR with Small Business Administration’s final rule on lower-tier subcontracting credit in 2016.

      Congress initially made the change in the fiscal 2014 national defense authorization bill.

      Comments are due by Aug. 26.
