    Federal CIOs

          Federal CIOs view cybersecurity, information technology modernization, cloud and mobility as their top priorities, according to a new survey by TechAmerica.

          With IT spending projected at $42.4 billion by civilian agencies and $39.6 billion by defense agencies this year, the IT leaders said their top challenges were human capital, cybersecurity and budget cuts.

          The majority of the CIOs said the Federal Acquisition Regulation should be overhauled to add more flexibility and industry standards. They also said protest grounds are too flexible, creating delays.

    OASIS protests

          The General Services Administration’s multi-billion-dollar “OASIS” professional services contract--unrestricted track has been hit with five protests to the Government Accountability Office.

          The protests automatically delay procurements until the protests are resolved, which must occur by Sept. 4.

          Five companies have filed protests to date challenging the GSA's OASIS unrestricted awards to 74 companies. There also are protests pending resolution from 9 companies that objected to the OASIS small business track awards to 123 small firms, announced in February.

    New exec at NGA

          Robert Cardillo was named the new director of the National Geospatial-Intelligence Agency, replacing Letitia Long, who is retiring after four years in that post.

    WOSB share

          The SBA’s Women-Owned Small Business (WOSB) programs represent a very small, but growing, share of federal contracts awarded to women-owned firms, according to a new study by Deltek.

          Only 0.2% of contracts to women-owned vendors were awarded through WOSB or EDWOSB set-asides in fiscal 2011, Deltek said.

          By fiscal 2013, this portion had increased to 1%.
