USDA needs small business tech transfer, GAO says
The Agriculture Dept. (USDA) is supposed to set up a Small Business Technology Transfer Program under the Small Business Act, but has not done so, the Government Accountability Office found in a new report.
Agencies with extramural research and development budgets over $1 billion are supposed to have STTR programs under the act. However, current SBA guidance does not indicate when an agency must set up an STTR program, the GAO said. Auditors recommended that SBA revise its guidance to clarify the timing.
Without USDA’s participation in the STTR program, there was less money available in fiscal 2014 for STTR, the GAO said.

New rule on emissions
Federal acquisition councils have proposed a new rule requiring federal contractors to disclose in their System for Award Management profile whether, and where, they publicly report their greenhouse gas emissions.
The rule covers suppliers with $7.5 million or more in federal contracts in the previous year.
It will affect about 5,500 vendors, including 2,700 small businesses, according to the Federal Register notice.
