GSA Schedule Applications Online Soon

The General Services Administration plans to begin accepting online applications for Federal Supply Schedule contracts this month.

A new website, eOffer, is scheduled to be launched May 17; the Web address will be posted on FedBizOpps, said Pat Mead, assistant commissioner for acquisition management at GSA’s Federal Supply Service.

Mead said eOffer should speed the approval of new schedule contractors by reducing errors in filling out applications, thereby reducing the need for contracting officers to contact the offeror seeking more information or corrections.

She said the online application form is designed as a step-by-step, fill-in-the-blanks tool, with “Help” boxes available on every page. She said it should “eliminate a lot of the problems we’ve had because people don’t understand the application.”

GSA says it takes an average of 89 days to process a company’s schedule offer, down from 150 days six years ago. The agency has set a target of 85 days’ turnaround time. Mead said she expects eOffer will expedite processing, but she cautioned, “Once the offer is in the hands of contract specialist, it is still a manual process.”

About 4,000 companies seek to join the schedules every year.
