DOD memo on “limited” LPTA

Low-Price-Technically-Acceptable (LPTA) procurements have a “clear, but limited” place in Defense Dept. acquisitions, Frank Kendall, undersecretary for acquisition, technology and logistics, wrote in a recent memo.

“Correct application of the LPTA and trade-off source selection process to match our acquisition situation will ensure the department will deliver the ‘best value’ outcome,” Kendall wrote.

The memo suggests DOD may be narrowing its use of LPTA, Bob Lohfeld, contracting consultant, wrote in a recent column.
