Recent Defense Contract Awards to Small Businesses

NAVY

Research and Engineering Development LLC, Lexington Park, MD, is being awarded a $16,816,616 cost-plus-fixed-fee, performance-based contract to provide acquisition, engineering, analysis, development and integration services in support of irregular warfare efforts sponsored by the Naval Air Systems Command’s Human Systems Department (AIR-4.6). The estimated level of effort for this contract is 154,906 man-hours. Work will be performed in Patuxent River, MD. This contract was not competitively procured pursuant to FAR 6.302-1. The Naval Air Warfare Center Aircraft Division, Patuxent River, MD, is the contracting activity (N00421-12-C-0029).

Peckham Vocational Industries Inc., Lansing, MI, is being awarded a $10,050,079 firm-fixed-price contract for the procurement of 2,020 CMU-37/P and 2,742 CMU-38/P aircrew endurance vests for the Navy. This contract, which is a sole-source AbilityOne award, was not competitively procured. The Naval Air Systems Command, Patuxent River, MD, is the contracting activity (N00019-12-C-0098). 

The Consulting Network Inc., Middletown, MD, is being awarded a $17,716,630 modification to previously awarded contract (N00024-08-C-6264) for required engineering services that include software and hardware development; systems engineering; commercial off-the-shelf products procurement; and hardware and software integration supporting Virginia-class submarines and other submarine and surface ship systems. This contract modification will provide for the continued engineering, fabrication, test, installation, and training services for the analysis, design and, prototyping of components related to open architecture concepts. This effort is for Phase III of Small Business Innovative Research (SBIR), topic number N01-150, “Open Architecture Concepts.” Naval Sea Systems Command, Washington, DC, is the contracting activity.

Truston Technologies Inc., Broussard, LA (N62583-10-D-0341); GPA Technologies Inc., Ventura, CA (N62583-10-D-0342); Harbor Offshore Inc., Ventura, CA (N62583-10-D-0343); Great Eastern Group Inc., Fort Lauderdale, FL (N62583-10-D-0344); and Hardline-Resolute CM JV, Brasstown, NC (N62583-10-D-0345), are being awarded option year three under a previously awarded cost-plus-fixed-fee multiple award contract for barriers and mooring services in support of the Naval Facilities Engineering Service Center, Port Hueneme. The work to be performed provides for project execution, logistic support, and information management services for installation, inspection, repair, maintenance, and field supervision/operation of waterfront barriers, associated moorings, waterfront security systems, and marine facilities throughout the world. The combined total value for all five contractors is $17.5 million. The Naval Facilities Engineering Command, Specialty Center Acquisitions, Port Hueneme, CA, is the contracting activity.

Tri-County Builders Inc., Bedford, IN, is being awarded an IDIQ contract with a maximum amount of $10 million for magazine and inert building maintenance and repairs at the Naval Support Activity Crane, IN. The work to be performed provides for work associated with magazine and inert building maintenance and repairs including, but not limited to, concrete installation and removal, replacement of entire or portions of concrete docks, replacement of entire or portions of wing walls, replacement of steel doors, lead paint removal, replacement of dead lights, dome repair and replacement, grounding, seeding, mulching, removal and installation of bumper blocks, excavation, backfilling, and incidental related work. This contract was competitively procured via the Navy Electronic Commerce Online website as a small business set-aside with six proposals received. The Naval Facilities Engineering Command, Midwest, Public Works Department, Crane, IN, is the contracting activity (N40083-12-D-2508).

DEFENSE LOGISTICS AGENCY

Government Scientific Source, Reston, VA, was issued a modification exercising the third option year on contract SPM2DE-09-D-7339/P00004. The award is a fixed-price with economic price adjustment, IDIQ contract with a maximum $335,441,122 for medical laboratory supplies and equipment. There were eight responses to the Web solicitation. The Defense Logistics Agency Troop Support, Philadelphia, is the contracting activity.

Athena GTX, Des Moines, IA, was awarded a fixed-price with economic price adjustment contract with a maximum $7.5 million for wireless vital signs monitoring systems, accessories, and consumables. There were 70 responses to the Web solicitation. The Defense Logistics Agency Troop Support, Philadelphia, is the contracting activity (SPM2D1-12-D-8304).

Mills Manufacturing Corp., Asheville, NC, was awarded contract SPM4A7-12-D-0082. The award is firm fixed price, partial set aside, IDIQ contract with a maximum $54,928,380 for low cost, low altitude parachutes. There were seven responses to the FedBizOpps proposal. The contracting activity is the Defense Logistics Agency Aviation, Richmond, VA.
