Alliant GWACs On Hold After Court Decision GSA will re-evaluate all proposals on the Alliant and Alliant Small Business governmentwide acquisition contracts, putting those vehicles on hold for several more months. A federal judge last month blocked implementation of the $50 billion full and open GWAC, citing errors in the source selection process. GSA said all offers on that contract will be re-evaluated “consistent with the court’s decision.” Although the judge’s ruling did not directly address the $15 billion small business contract, GSA said it would re-examine those awards because a similar source selection process was used, according to a letter obtained by Federal Computer Week. “GSA is being proactive in the [Alliant Small Business contract] evaluation by conducting a new past-performance survey based upon the information provided in the existing proposals,” the letter said. GSA awarded 62 contracts on Alliant Small Business in December. It received 142 offers. Four losing bidders have filed protests with the Government Accountability Office. GSA awarded 29 contracts for the full and open Alliant in July, but eight losing offerors filed protests. In upholding the protests, Judge Francis Allegra of the U.S. Court of Federal Claims in Washington said the award decisions were “arbitrary, capricious and otherwise contrary to law.” He found fault with practically every step in the source selection process. The judge said GSA used flawed and sloppy methodology in assigning past performance ratings. He found the agency paid too little attention to price in making the awards on the full and open contract. Several companies won awards although their price quotes were more than twice as high as some losing offers.
