Final rule on DOD mentor-proteges
The Defense Dept. issued a final rule to amend the DOD Pilot Mentor-Protege program. Currently there are 85 proteges in the program.
The change in the Defense Federal Acquisition Regulation Supplement (DFARS) extends the program for three years to Sept. 30, 2021.
In addition, it sets new eligibility criteria for proteges, including that they must be less than half as large as the size standard set for its industry NAICS code by the Small Business Administration.
Furthermore, the small businesses must be disadvantaged, woman-owned, tribally-owned, service-disabled veteran-owned, HUBZone-located, or owned by a severely disabled person; or, the vendor must meet the criteria for nontraditional defense contractor or for being a supplier providing critical capabilities.
The new rules were based on changes approved by Congress in the 2016 national defense bill.
The final rule was effective March 23.
