The Homeland Security Department plans to hold a pre-proposal conference in March for its PACTS contract, a set-aside for service-disabled veteran-owned businesses. The department has said the multiple award contract, titled Program Management, Administrative, Clerical and Technical Services, will provide “a significant portion” of its non-IT services.
