Leftovers for the New Year

Congress opened its 2004 session Jan. 20 facing a pile of small-business bills left over from last year.

A bill to reauthorize SBA programs, H.R. 2801, is pending in the House. The Senate passed its version of the reauthorization bill Sept. 26, but there are widespread differences between the two.

SBA could issue a proposed rule shortly overhauling its size standards. The rule was sent to the Office of Management and Budget for review in early December.

SBA officials have said they will base all size standards on employment, not revenues.
