CCR Will No Longer Show You the Money

SBA has blocked access to information about companies’ revenues and employment in the Central Contractor Registration.

In a statement, the agency said it has received a number of complaints from small businesses that the information is confidential and proprietary and should not be publicly available.

But Lloyd Chapman, president of the American Small Business League, sees it differently. “This is another attempt by the government to keep Congress, the public and the media from being able to prove that the Pentagon, the General Services Administration, and other federal agencies have completely falsified their small business numbers for several years,” he said in a statement. “This could potentially involve federal employees assisting companies to commit felony contracting fraud for which the penalty is 10 years in prison.”

Chapman said the League has used the CCR data in its investigations of large companies that are receiving small business contracts. CCR’s Dynamic Small Business Search enabled researchers to see any registered small company’s revenues and number of employees.

SBA blocked that feature on Dec. 12. CCR still permits searches by a range of employees or revenues, such as more or less than $10 million, but does not give specific figures.

SBA said it is it considering the legal and procurement issues involved. “We hope to resolve them shortly and will publicly advise interested parties of the agency’s decision,” the SBA statement said. “This doesn’t mean SBA will cease using this information for verification purposes; it will simply not be publicly available.”

Chapman, a frequent SBA critic, called on Congress to reverse the agency’s decision. He said the League plans to file a Freedom of Information Act request to obtain the information and will go to court if necessary.
