72 Companies Selected for Alliant Small Business GWAC GSA has chosen 72 companies for the Alliant Small Business governmentwide acquisition contract, a 10-year, $15 billion set-aside IT vehicle. (See list, below.) Fourteen new firms were added to the list of awards originally announced a year ago. GSA re-evaluated all offers after the U.S. Court of Federal Claims found fault with its source selection process. Four of the original awardees were dropped, either because they no longer qualified as small businesses or because their offers were rejected. Formal contract awards are expected next month, after the companies are certified as small businesses. The re-evaluation “focused pretty much exclusively on past performance,” said Mary Powers-King, director of governmentwide contracts at GSA. Claims Court Judge Francis Allegra had said the agency’s first-round past performance ratings were based on sketchy data and “likely were arbitrary, capricious and contrary to law.” Although the court ruling applied only to the full and open Alliant contract, GSA decided to re-evaluate the small business awards as well, because a similar selection process had been used. Powers-King said GSA has begun discussions with offerors on the full and open contract, and hopes to make awards by March.
