CIO-SP4 back on track?
The Government Accountability Office said it has dismissed 121 protests from unsuccessful bidders on the National Institutes of Health’s $50 billion CIO-SP4 IT services and solutions contract.
A new round of awards is anticipated in March 2023.
GAO did not provide public access for its reports on the dismissals. GAO officials did not immediately respond to requests for access to the reports.
Nearly all of the protesters reportedly contended that NIH’s National IT Acquisition and Assessment Center’s (NITAAC’s) threshold for the self-scoring assessment in its CIO-SP4 solicitation was arbitrary and led to proposals being unfairly excluded, according to an article by Washington Technology, which said it obtained a letter on the subject from NIH to GAO.
In that letter, NITAAC reportedly told the GAO it was taking voluntary corrective action regarding the self-scoring cutoff line that was used to eliminate bidders.
NITAAC officials on Dec. 7 posted a notice announcing it would make a new round of awards: “NITAAC plans to announce CIO-SP4 awards on or before 3/15/2023 and has extended the CIO-SP3 GWACs, unrestricted and small business, through 4/29/23 on current modifications.” NITAAC posted on its website.
FedScoop also reported on the dismissals of 117 bid protests for CIO-Sp4.
NITAAC officials were not immediately available to confirm the reports.
