Freeze Warning The Obama administration has told agencies to prepare for a spending freeze or even a 5% budget cut in fiscal 2011, the Associated Press reported. The directive to rein in spending is a step toward redeeming the president's pledge to cut the federal deficit in half by the end of his first term. The administration's 2011 budget will be submitted in February 2010.
