GSA Is Reviewing Alliant Contracts GSA plans another public meeting this fall after it completes a review of its $65 billion dollar Alliant governmentwide acquisition contracts. John Johnson, assistant commissioner of GSA’s Federal Technology Service, took charge of the Alliant and Alliant Small Business GWACs in August. The agency announced in September that it was reviewing the procurements. (SAA, 10/7) At an industry conference Oct. 27, Johnson said a second set of draft RFPs might be issued after the review is completed this month, Government Computer News reported. One reason for the delay: Johnson said management of the contracts is being shifted to Washington from GSA’s regional centers in Kansas City and San Diego. Tom Howder, GSA’s former director of expanded services, will head the Washington office. The draft RFP was released March 31 and the final RFP was planned for this fall, but that schedule appears likely to slip. The proposed Alliant Small Business GWAC is a set-aside worth up to $15 billion over 10 years. Its companion, Alliant, is valued at $50 billion and would be open to all bidders. GSA’s original acquisition plan for Alliant came under fire last year after the agency told small businesses to form teams and said there would be no set-asides. (SAA, 4/16/2004) Small-business advocates, including SBA, pressed for changes in the plan, and GSA agreed to set aside up to 23% of the total value for small firms. Up to 40 awards will be made under the small-business vehicle, but they will be limited to two functional areas, information systems engineering and systems operation and maintenance, according to the website www.gsa.gov/alliant.
