Largest Set-Aside Contract Opportunities for 2012

At least 10 set-aside contracts worth $400 million or more are due to be released during fiscal 2012, according to researchers at Deltek. Most are multiple award contracts.

“We are seeing a lot of contract consolidation” as agencies strive for efficiencies in a tight budget environment, said Deltek analyst Alex Rossino in a conference call. Contractors can expect more program delays because of budget uncertainty, resulting in extensions of existing contracts.

Rossino said contracting officers, especially in the Defense Department, are more likely to use lowest price, technically acceptable criteria in source selection because of budget limitations.

These multi-year contracts are the largest set-asides for 2012, as estimated by Deltek:

Health and Human Services Department, CCO: small business set-aside for contact center operations. NAICS 561421. Maximum value: $9 billion. RFP December 2012.

Homeland Security Department, First Source II: small business set-aside for IT commodities, multiple award. NAICS 541519. Maximum value: $3 billion. RFP January 2012.

Army, D3I: small business set-aside for Design, Development, Demonstration and Integration at Space and Missile Command, Huntsville, AL, with 6-10 awards. NAICS 541712. Maximum value: $1.9 billion. RFP March 2012.

Air Force, AAS GEITA 11: small business set-aside for Global Engineering, Integration and Technical Assistance, with 2-5 awards. NAICS 541620. Maximum value: $950 million. RFP October 2011.

Air Force, PASS II: small business set-aside for Professional Acquisition Support Services, multiple award. NAICS 541712. Maximum value: $800 million. Solicitation number FA8721-11-R-0002. RFP February 2012.

Deltek researchers say the following multiple award contracts have some awards reserved for small businesses:

Army, EAGLE, the successor to the Field and Installation Readiness Support (FIRST) contract, includes separate large and small business pods. It consolidates 270 contracts for worldwide logistics for all services. Maximum value $20 billion. RFP February 2012.

Army, CTS for Communications and Transmission Systems. It consolidates more than 25 contracts and task orders for satellite and radio communications. Up to four of 10 awards are reserved for small businesses. NAICS 334220. Maximum value $10.5 billion. RFP November 2011.

Army, ITES 3H for IT and enterprise solutions hardware. Three of eight awards are reserved for small businesses. Use of the contract is mandatory across the Army. The six incumbents include two small firms, Ironbow and GTSI. NAICS 334111. Maximum value $5 billion. RFP February 2012.

Office of Personnel Management, Vendor Management for training, human capital services and Web-based solutions. It replaces contracts known as Training and Management Assistance and GoLearn. Up to 40 awards to large and small businesses are anticipated. NAICS 611430. Maximum value $2.1 billion. RFP December 2011.
