Opportunities: Top 10 Set-Aside Contracts for 2010

The 10 largest set-aside contracts to go up for bids in fiscal 2010 are worth about $16 billion, according to the market research firm Input.

Agencies increasingly expect small firms to be able to handle larger and more sophisticated requirements. “Small businesses are expected to have the flexibility to plug into large systems that are highly complex,” said Kate Naunheim, an Input senior analyst and author of the report.

In addition, agencies are increasing the number of awards on some major task order contracts to give more companies a chance to participate.

Especially in larger vehicles, agencies “create separate channels for each of the (socioeconomic) categories and make multiple awards in each category,” Naunheim said. In DHS’s EAGLE II, for example, 8(a) businesses will compete against 8(a)’s for task orders, SDVs against SDVs and so forth.
