Set-Aside Alert News Analysis:
Deadlines for SDVOSBs
VA will stop accepting verification applications
on Oct. 24
The Veterans Affairs Dept. issued guidelines on Sept. 23 for Service-Disabled Veteran-Owned Small Business (SDVOSB) certifications in the coming weeks while preparing for the Small Business Administration to assume such certifications starting on Jan. 1, 2023.
The guidelines included deadlines for VA verifications for some firms, and details on a year-long grace period.
The tightest deadline is for self-certified SDVOSB seeking a set-aside or sole source contract from the VA within the next three months.
“Generally, small businesses currently self-certified in SAM as SDVOSBs should not seek verification with VA prior to the (Jan. 1) transfer,” the VA said in its guidance. However, “firms that intend to compete for a VA contract must submit their application to VA before Oct. 24, 2022,” the VA guidance stated. “On or after Jan. 1, 2023, self-certified SDVOSBs must seek and obtain certification from SBA.”
The VA also provided information on a year-long grace period to be granted by the SBA. Self-certified SDVOSBs need to apply to the SBA to be granted the grace period.
To qualify for the grace period, a self-certified SDVOSB must apply to the SBA. The application must be made from Jan. 1, 2023 to Jan. 1, 2024.
