GSA Will Combine Some GWACs, Drop Others

The General Services Administration will consolidate two of its governmentwide acquisition contracts, Millennia and Applications ‘N Support for Widely-diverse End-User Requirements (ANSWER) and will discontinue eight specialized IT contracts.

The restructuring is part of an effort to streamline IT offerings, Neal Fox, assistant commissioner of the Federal Supply Service, told Government Computer News.

Millennia and ANSWER will be combined into a single contract in 2005, even though those vehicles were not set to expire for several more years. Fox said the new contract will combine the best features of the two, providing greater flexibility by including time-and-materials pricing, cost-plus and fixed-price models.

The eight specialty contracts will be retired as they expire over the next several years. Fox said some of those vehicles are duplicative and confusing to customers. He said vendors on those contracts should get on GSA schedules.

The restructuring follows recommendations in a study last year by the consulting firm Accenture. The study said GSA should “rationalize overlapping IT contracts.” (SAA, 1/10)

In response, GSA established a Contract Vehicle Review Board to assess its contract vehicles. The board recommended the changes.

The agency earlier announced a reorganization of the Federal Supply Service and the Federal Technology Service to eliminate some overlapping functions.
