Tangherlini details GSA reorg, reduced strategic sourcing fees

GSA will consolidate the three chief information officer units — at headquarters, Public Building Service and the Federal Acquisition Service — into a single CIO office led by Casey Coleman, the headquarters CIO, Tangherlini told a Senate panel.
“Consolidation of the CIO functions provides an opportunity to improve the performance and cost effectiveness of GSA’s IT portfolio,” Tangherlini said at a Sept. 12 hearing of the Senate Committee on Homeland Security & Governmental Affairs.
In addition, hiring responsibilities would be consolidated within the office of the Chief People Officer, he said. “Consolidation of hiring responsibilities will increase visibility into hiring decisions and increase efficiencies,” Tangherlini said.
Tangherlini also told the senators he wants to reduce the fees GSA charges for using its schedules or providing acquisition services.
“We are working to determine the appropriate reduction to the current Federal Acquisition Service fees,” Tangherlini said in his prepared testimony. “We are also convening an interagency working group to review and develop recommendations on the overall fee structure.”
One of Tangherlini’s goals is to remove the 1.25% surcharge on strategic sourcing contracts, bringing the fee to 0.75%, Federal News Radio reported.
