DOD deviation for SAM delays

Defense Dept. officials on Sept. 8 issued a class deviation--effective immediately--allowing contracting officers to accommodate without penalty the offerors recently experiencing delays in registering and obtaining unique identifiers in the System for Award Management (SAM).
Contractors have been negatively impacted by the SAM delays because offerors are required to be registered in SAM at the time of an offer or a proposal submission.
“Because of the potential negative effects that can result in contract performance and administration processes due to lack of an active SAM registration, contracting officers are cautioned to apply this deviation thoughtfully on a case-by-case basis as the acquisition strategy and internal contracting business processes allow,” the class deviation states.
The class deviation is valid through Oct. 31.
Contractors’ copies of their SAM Federal Service Desk tickets--with ticket numbers and dates--will be used to indicate that they initiated a SAM registration.
The contractor should provide the ticket to their SAM lead so that Defense Pricing and Contracting may prioritize the ticket for action with the SAM Program Office.
