Past performance reviews to include small biz efforts
The federal acquisition councils proposed a rule to standardize past performance evaluation factors across government, including the factors related to small business subcontracting. Contractors would have to enter the information into the Contractor Performance Assessment Reporting System (CPARS).
The proposed rule, published in the Federal Register on Sept. 6, amends a previous proposal dated June 28, 2011.
Evaluation factors overall include technical quality, cost control, schedule/timeliness, management/business relations, and small business subcontracting. There is a new requirement for a table about the small business factors.
Negative evaluation factors include violations, late payments, tax delinquency, failure to report and defective data.
Comments are due by Nov. 5.
