September set-aside percentage likely to be highest rate of year
Percentage of set-asides awarded in Sept. much higher than the percentage of all contracts awarded in Sept.
September is always a very busy month for all federal contractors, at least twice as busy as the average month.
It also is an especially busy month for small business set-aside awards--roughly three times as busy as the average month, Set-Aside Alert has found.
We analyzed 10 years of data on set-asides and on all federal contracts awarded in September and year round.
We found that an average of 17% of all federal contract award value was awarded in the month of September from fiscal 2012-2021. That is a high percentage, considering that if the awards were spread evenly through the year, the average per month would be only 8%.
Overall, September’s percentage was more than twice as high as the monthly average.
For small business federal contractors, however, the percentage of set-aside awards made in September was even higher--it was 25%, according to Set-Aside Alert’s research.
That is a very high percentage comprising a quarter of the year’s total. It is three times as high as the monthly average for set-aside awards.
Small business federal contractors most likely have experienced the end-of-the-year spending surge, and the data proves that the surge is very real and even more powerful for small business set-asides than for other types of contracts.

We compiled data on federal contract awards in September, and for the entire fiscal year, for fiscal 2012 to 2022. All years are fiscal years. All data is from USASpending.gov.
Next, we reviewed small business set-aside awards in all 19 categories, including sole source awards, partial small business, Buy Indian Act, Indian Enterprises and more, and the percentage of those awards in September.
