Set-aside volume explodes
80% of set-asides are for any small business
As fiscal year-end approaches, the monthly average number of set-aside opportunities being issued per day is climbing dramatically.
In the first months of the year, there were an average of 50-80 set-asides posted per day. In the past two weeks, that number has jumped to an average of 225 per day. On August 15, agencies posted 268 set-aside opportunities, the highest daily total so far this year.
By category, over the past six months, 80% of the set-asides are for any small business. This is consistent with previous years. Set-asides for 8(a) firms were 3.4% of the total. Set-asides for woman-owned and EDWOSB firms comprised 2.3% of the total. HUBZone-specific set-asides were 1.9% of the total.
Set-asides for service-disabled veteran owned firms garnered 10.4% of the set-asides posted, a significant jump due, at least in part, by the Supreme Court’s Kingdomware decision (see Set-Aside Alert, June 24 and July 8). The decision mandated the Veterans Affairs Department to utilize the Rule of Two, in conjunction with the Vets First act, to focus on veteran-owned and service-disabled veteran-owned firms in its procurement actions.
