Number of small biz contractors dropped in top categories: SBA

But vendor counts were up slightly for SDVOSBs, HUBZ

      The total number of small business federal prime contractors fell by 5.8% in fiscal 2021 compared to fiscal 2020, dropping from 69,490 to 65,428, according to a recent Small Business Administration report.

      The numbers appeared in the SBA’s Fiscal 2021 Small Business Procurement Scorecard released on July 24.

      However, the numbers must be viewed within context of the fact that the SBA’s definitions and methods for counting small business federal vendors has changed twice in the last five years. The changing terms make it difficult to assess the trends over time.

      Fiscal 2021 is the first time in recent years that the SBA has counted the total number of small business primes in its annual scorecard. In the fiscal 2018 to 2020 scorecards, the SBA counted small business “distinct vendors in the top 100 NAICS codes.” In fiscal 2017 and before, it applied yet another methodology.

      The General Services Administration also has its own methods and definitions for tabulating the number of small business contractors.

      SBA and GSA officials were not immediately available to comment on the discrepancies in counting methodologies.

      In the latest report, the SBA found:

  • The number of Women-Owned Small Businesses experienced a relatively large drop of 6.8% to 13,311 vendors in fiscal 2021, down from 14,280 the year before.
  • The number of Small Disadvantaged Businesses decreased by 1% to 23,239, from 23,560 the year before.
  • HUBZone small firms rose in number to 2,849, from 2,746, a 3.8% boost.
  • Service-Disabled Veteran-Owned companies increased in number by 1% to 5,479, up from 5,427.
