Protest Is Sustained Over DOD Travel Contract

The Government Accountability Office has sustained a bid protest against the Defense Travel System, the Pentagon’s consolidated contract.

GAO found the solicitation, issued in November, allowed offerors to submit one price list for evaluation, then change their prices when competing for subsequent task orders. Several losing bidders protested that companies would be able to “game” the competition by proposing hypothetical prices that were lower than they actually intended to offer.

A DOD official told Government Executive magazine the solicitation would be amended and re-issued.

DOD plans to award multiple indefinite delivery, indefinite quantity contracts under the Defense Travel System.
