SBA gets new Assoc. Admin for GovCon
Francis Spampinato takes on key role
The Small Business Administration has a new leader for the Office of Government Contracting and Business Development, which oversees key small business federal procurement and set-aside programs.
On July 17, SBA Administrator Jovita Carranza, administrator, announced that Francis Spampinato is now the Associate Administrator for the government contracting office. He started in that post on June 22, according to his Facebook page.
He replaces Robb Wong, who served from April 2017 to March 1, 2020. Deputy associate administrator Barbara Carson had been the acting associate administrator since March.
Spampinato, a veteran of the U.S. Marine Corps, brings substantial federal acquisition experience to the SBA.
He served 17 years at the Central Intelligence Agency, where he was a Supervisory and Senior Contracting Officer from 1989 to 2006.
While working at the CIA, he also earned an MPA/DPA degree in 2005, and a law degree from Catholic U. from 2002-2007, according to LinkedIn.
Earlier, he also received an MS degree in Public Administration and a BBA degree in accounting.
He was the Chief Acquisition Officer for the Energy Dept. from June 2006 to January 2009, and then Director, Acquisition & Contracting, at the Federal Aviation Administration from February 2009 to August 2012.
According to LinkedIn, he served as the Federal Emergency Management Agency’s Chief Procurement Officer from October 2011 until May 2014. That indicates he held both the FAA and FEMA positions from October 2011 to August 2012. SBA officials were not immediately available to clarify.
In 2015, Spampinato launched a campaign to run as a Republican candidate for the 18th Congressional District of New York state, which includes Newburgh, NY, of which Spampinato is a native. Another GOP candidate won in the primary.
Spampinato was director of acquisition services at YRCI, in Fairfax, VA, from 2014 to 2017, and program manager at CTR Management Group, also in Fairfax, from 2017 to 2020.
Spampinato, known as “Frank” on Facebook, wrote on that website that he has run several marathons.
Carranza also announced the following 6 appointments:
- William Manger, Chief of Staff and Associate Administrator for the Office of Capital Access;
- Christopher Gray, Deputy Chief of Staff;
- Brittany Biles, General Counsel;
- Keith Bluestein, Chief Information Officer;
- Loretta Greene, Associate Administrator, Office of International Trade; and
- Sery Kim, Assistant Administrator, Women’s Business Ownership for the Office of Entrepreneurial Development.
