October Is New Target For Vets GWAC

The governmentwide acquisition contract for service-disabled veterans has been delayed until October.

GSA Administrator Lurita Doan told business executives at a veterans conference in Las Vegas that the agency would miss its June deadline for making awards. The delay means the set-aside won’t be up and running in time for the usual spending spree at the end of the fiscal year.

“I know they were anxious and waiting for that, because that is money in their pockets,” Doan told Federal Computer Week.

The Veterans Technology Services (VETS) GWAC is worth up to $5 billion over 10 years. GSA has not said how many awards it plans.

President Bush directed GSA to create the vehicle in a 2005 executive order, part of an initiative to increase contracting opportunities for disabled veterans. Congress has set a goal of awarding 3% of prime contract dollars to SDVs, but agencies awarded only 0.6% in 2005. The departments of Veterans Affairs and State reached 2%.

The only other agencies above 1% were the departments of Commerce and Housing and Urban Development, GSA and NASA, according to official figures compiled by the Federal Procurement Data System.
