Congress Members Defend Small Office-Supply Vendors

Leaders of the House and Senate small business committees urged GSA to delay removing office supplies from its Global Supply Stock Program until Congress considers the impact of the move.

In a letter to GSA Administrator Lurita Doan, the Congress members said the policy change would hurt small vendors who sell through the Stock Program. Nearly 80 percent of government purchases of office supplies through this program are directed to small businesses, the letter said.

“It’s unacceptable for the Administration to abandon innovative and effective small businesses in favor of a handful of big businesses. Before GSA eliminates these contracts, we need to know exactly what it means, economically and operationally, for the small firms that have been doing business with the federal government,” Senate committee chairman John Kerry said in a statement.

A GSA spokeswoman did not respond to questions by press time.

GSA issued an RFQ earlier this year to establish a new blanket purchase agreement for office supplies as part of its strategic sourcing initiative. GSA said 12 agencies have agreed to use the BPA.

The congressional letter was signed by Kerry, House Small Business chair Nydia Velazquez, and the ranking Republicans on both panels, Sen. Olympia Snowe and Rep. Steve Chabot.
