DOD Okays Additional Construction Set-Asides The Defense Department has authorized small business set-asides in some new construction categories under the Competitiveness Demonstration Program. The program, known as Comp Demo, prohibits DOD from setting aside work for small businesses in industries where small firms have traditionally been strong, such as construction and landscaping. Set-asides are reinstated whenever the small business share in an industry falls below 40%. The prohibition on small business set-asides does not affect 8(a), HUBZone or service-disabled veteran-owned companies. The department has issued the following list of industry sectors where small business set-asides will be allowed in fiscal 2010. New additions to the list are marked with an asterisk.
