It’s the busy season again
4Q in FY2021 set record high in contract awards
If the usual pattern holds, the next three months until Sept. 30 will be the busiest of the year by far for federal contractors.
Federal records show that the fourth quarter of the federal fiscal year consistently has generated the highest level of federal contract awards--and last year’s fourth quarter was a record high.
Fourth quarter federal contract awards totaled $197.1 billion in fiscal 2021, a record high, according to Set-Aside Alert’s review of official data from USASpending.gov. That was 31% of the year’s total.
The second-highest level was in fiscal 2020, with $190.8 billion awarded in the fourth quarter, 29% of the year’s sum.
Fourth-quarter spending has been far higher than the other quarters in each of the last five years.
Set-Aside Alert also reviewed awards for all 23 small business and socioeconomic set-aside categories, including socio-economic, sole-source, Buy Indian Act, and Simplified Acquisition Procedures awards, among others.
For all set-aside contract awards, the data revealed highs in fiscal 2017 and a sharp drop in fiscal 2018, followed by mostly flat levels through 2019-2021. That mirrors similar trends that have been previously reported by Set-Aside Alert for small business, 8(a), HUBZone and other set-aside categories.
From $70.6 billion in fiscal 2017, total set-aside awards dropped to $42.6 billion in fiscal 2018 and have risen slowly to reach $48 billion in fiscal 2021.
Likewise, fourth quarter set-aside contract awards peaked in 2017 at $31 billion, according to USASpending.gov. The second-highest levels were in fiscal 2020 and 2021, with $20.0 billion each.
