GSA Breaks Up IT Contract

GSA plans to split up a wide-ranging IT contract, reserving what it calls a “futuristic” task order for a small business.

The new task orders will be follow-ons to the GSA IT Infrastructure Technology Global Operations (GITGO) order, which was estimated to be worth $200 million over five years. It was awarded in 2007 to Catapult Technology Ltd., which was then an 8(a) and service-disabled veteran-owned small business in Bethesda, MD.

GITGO will be replaced by two task orders. GSA Technical Operations will be competed under the Alliant Small Business governmentwide acquisition contract; and Independent Program Oversight and Assistance will be competed under a contract vehicle that has not yet been chosen.

Since the original GITGO contract was awarded, GSA said it has dramatically increased its dependence on IT and telecommunications, with thousands of workers telecommuting and some functions moving to the cloud. The agency wants the next Technical Operations contractor to provide “anytime, anywhere, any devices” to meet these needs.

In a letter to potential offerors, GSA said, “This work requires considerable flexibility over time. Several requirements are futuristic or are potential areas of growth and should be provided as optional tasks.”

GSA is asking for comments on its acquisition strategy, including its plan for structuring the new task orders. The solicitation number is GSA-GTO-OCIO.
