GSA Raises Pricing Issue on 8(a) STARS II

GSA is pressing for lower prices on its 8(a) STARS II governmentwide acquisition contract.

In an email obtained by Federal Computer Week, GSA said it plans to hold additional discussions with offerors, “with an emphasis on pricing.” According to the report, GSA rescinded an earlier email message that announced awards for the GWAC.

STARS II is a five-year task order contract for IT, with a ceiling of $10 billion. GSA officials had previously said they planned to announce awards this month.

The latest announcement underlines a new emphasis on pricing as agencies begin to deal with anticipated budget cuts. “This is a competitive 8(a) procurement where comparative analysis with other offerors’ pricing in response to this [Final Proposal Revision] opportunity, and possibly other price analysis, will occur in order to assess price reasonableness [or] unreasonableness,” GSA wrote in the email.

The agency gave no explanation for why the original message announcing awards was sent.
