Industry Groups Question GSA Reorganization Plan

Contractor groups told GSA its draft reorganization plan is too vague on many key points.

At an Industry Day in Washington June 13, spokesmen for the One GSA Coalition urged the agency to put some meat on the bones of the draft. Members of the coalition are the Professional Services Council, Contract Services Association of America and the Information Technology Association of America.

GSA Administrator Stephen Perry said he will meet with representatives of those groups to discuss their concerns.

In the draft published June 2, GSA said it will merge its Federal Technology Service and Federal Supply Service into a single Federal Acquisition Service that would manage the multiple-award schedules, governmentwide acquisition contracts and the assisted procurements now run by the Technology Service.

The draft also calls for the appointment of five regional executives, but industry representatives said their authority is undefined. Audits by the Government Accountability Office and the GSA inspector general have documented widespread violations of procurement laws and regulations in some of GSA’s 11 regional offices, which operate with considerable autonomy.

GSA proposes splitting the schedules into two business portfolios, one for IT and one for other services and products, but the industry groups are skeptical. “Do not fragment the organization based on technology,” urged Ted Buford, co-chairman of ITAA’s GSA subcommittee.

Perry said fees for the schedules have not been determined, but they will be set so that the program will break even and not make a profit.

He said the final reorganization plan should be ready by the end of July.
