Changes to MAS RFP in July
The General Services Administration announced several significant changes planned in July to the Multiple Award Schedule (MAS) solicitation.
These changes include details on the GSA’s deal with the Small Business Administration to create a pool of 8(a) Business Development companies on the MAS.
The refresh will clarify that 8(a) contractors accepted in the MAS 8(a) Pool by SBA will be eligible for both competitive and sole source 8(a) set-aside awards for their MAS contracts. However, an Ordering Contracting Officer may request recertification of size status in connection with a specific 8(a) order.
The changes also include:
- Requiring contractors to use GSA’s Green Procurement Compilation to see if awarded products meet federal sustainable purchasing requirements;
- Removing the MAS solicitation clause that says that proposed pricing must be highly competitive to be considered fair & reasonable;
- Extending the MAS Joint Venture requirements in Refresh 16 to cover MAS JVs awarded prior to Refresh 16. Refresh 16 terms will apply to existing JV contract holders as well as JV offerers; and
- Incorporating the prohibition on Tik-Tok on federal contractor devices, effective June 2, on MAS contracts.
