GSA Reorganization Moves Forward

The House Government Reform Committee has unanimously approved legislation to reorganize General Service Administration.

The bill would combine GSA’s Federal Supply Service and Federal Technology Service into a single entity, the Federal Acquisition Service. The Bush administration supports the change.

“Two separate buying organizations operating out of two different funds has become a barrier to coordinated acquisition of management services and the technology needed to support a total solution,” said committee Chairman Tom Davis (R-VA). “The federal marketplace should reflect the best of the commercial marketplace: both in the products and services we buy and the way we buy them.”

The legislation would authorize the GSA administrator to appoint up to five “regional executives” for the Federal Acquisition Service. GSA’s inspector general has cited the independence of the current regional offices as a contributing factor in violations of procurement laws and regulations.

GSA officials are now working to present a reorganization plan by the end of May.

H.R. 2066, the “General Service Administration (GSA) Modernization Act,” was introduced by Davis and House Armed Services Committee Chairman Duncan Hunter (R-CA). They said it represents the first significant GSA reform effort in more than 20 years.
