SBA Announces Public Hearings on Size Standards

SBA has set eleven public hearings across the country on its proposed revision of size standards.

The hearings are the latest round in a prolonged rulemaking process that has pitted small business groups against one another over a key issue: How small is small?

The schedule:
June 2, Seattle and St. Louis;
June 7, Portland, ME;
June 9, Atlanta;
June 14, Denver;
June 16, New York;
June 17, Washington;
June 20, Chicago;
June 22, Dallas;
June 28, San Francisco; and
June 29, Los Angeles.

In a December notice of proposed rulemaking, SBA asked for comment on 11 issues:

*The approach to simplify size standards;

*calculation of number of employees (including how SBA defines an employee for size purposes);

*use of receipts-based size standards;

*designation of size standards for federal procurement;

*establishment of separate size standards for federal procurement programs;

*establishment of tiered size standards;

*simplification of the affiliation regulations;

*simplification of small business joint venture eligibility regulations;

*possibility of grandfathering small business eligibility;

*impact of SBA size standards on other agencies; and

*participation of businesses majority-owned by venture capital companies in the Small Business Innovation Research program.
