Gains and losses in Trump’s budget
President Trump’s proposed budget would add billions to defense by removing the same amount from civilian programs.
Trump’s budget plan for fiscal 2018 now goes to Congress, which has control over government spending and ultimately will approve the final budget for the year.
But the president’s budget gives a view of the priorities.
Here are the winners and losers at the major departments, based on Trump’s “America First” budget blueprint of March 16.
USDA: LOSES
Impact: minus 21%
Goal: $17.9B, down $4.7B.
Terminations:
- $498M Water and Wastewater loan and grant program;
- McGovern-Dole International Food for Education program.
Reductions:
- USDA statistical capabilities
- new federal land acquisitions
- Service Center Agencies
- $95M less for the Rural Business and Cooperative Service.
COMMERCE DEPT.: LOSES
Impact: minus 16%
Goal: $7.8B, down $1.5B
Increases:
- $100M more for 2020 Census.
Terminations:
- $251M National Atmospheric and Oceanic Admin. grants and programs for marine and coastal management, research and education
- $221M Economic Development Administration.
- Minority Business Development Agency
- $124M Manufacturing Extension Partnership
DEFENSE DEPT.: GAINS
Impact: plus 10%
Goal: $639B, up from $587B.
