Gains and losses in Trump’s budget

President Trump’s proposed budget would add billions to defense by removing the same amount from civilian programs.

Trump’s budget plan for fiscal 2018 now goes to Congress, which has control over government spending and ultimately will approve the final budget for the year.

But the president’s budget gives a view of the priorities.

Here are the winners and losers at the major departments, based on Trump’s “America First” budget blueprint of March 16.

USDA: LOSES Impact: minus 21% Goal: $17.9B, down $4.7B.
Terminations:

  • $498M Water and Wastewater loan and grant program;
  • McGovern-Dole International Food for Education program.
Reductions:
  • USDA statistical capabilities
  • new federal land acquisitions
  • Service Center Agencies
  • $95M less for the Rural Business and Cooperative Service.

COMMERCE DEPT.: LOSES Impact: minus 16% Goal: $7.8B, down $1.5B
Increases:

  • $100M more for 2020 Census.
Terminations:
  • $251M National Atmospheric and Oceanic Admin. grants and programs for marine and coastal management, research and education
  • $221M Economic Development Administration.
  • Minority Business Development Agency
  • $124M Manufacturing Extension Partnership

DEFENSE DEPT.: GAINS Impact: plus 10% Goal: $639B, up from $587B.
Repeals defense sequestration

EDUCATION DEPT.: LOSES Impact: minus 13% Goal: $9B, down $1.3B
Increases:

  • $1.4B more for school choice
Terminations:
  • $3.9B from unobligated carryover funding for Pell Grants
  • $2.4B Supporting Effective Instruction State Grants program
  • $1.2B 21st Century Community Learning Centers program for before- and after-school programs and summer school
  • $732M Federal Supplemental Educational Opportunity Grant program
Reductions:
  • Federal Work-Study
  • Federal TRIO
  • Federal GEAR UP
  • Striving Readers
  • Teacher Quality Partnership
  • Impact Aid Support Payments for Federal Property
  • International Education

ENERGY DEPT.: LOSES Impact: minus 5.6% Goal: $28B, down $1.7B
Increases:

  • $1.4B more for National Nuclear Security Admin.
Terminations:
  • Advanced Research Projects Agency-Energy
  • Title 17 Innovative Technology Loan Guarantee Program
  • Advanced Technology Vehicle Manufacturing Program
  • Weatherization Assistance Program
  • State Energy Program
Reductions:
  • $900M less for Office of Science

HEALTH AND HUMAN SERVICES DEPT.: LOSES Impact: minus 17.9% Goal: $69B, down $15.1B
Increases:

  • $500M more for opioid abuse prevention
  • $70M more for Health Care Fraud and Abuse Control
Terminations:
  • $4.2B Low-Income Home Energy Assistance Program (LIHEAP) and Community Services Block Grants
  • $403M nurse training and health professions training Reductions:
  • $5.9B less for National Institutes of Health

HOMELAND SECURITY DEPT.: GAINS Impact: plus 6.8% Goal: $44.1B, up $2.8B
Increases:

  • $1.5B more to remove illegal immigrants
  • 1,000 new ICE agents
  • 500 new Border Patrol agents
Terminations:
  • $190M for discretionary appropriation for the National Flood Insurance Program’s Flood Hazard Mapping Program
Reductions:
  • $667M Federal Emergency Management Agency grant programs, including FEMA’s Pre-Disaster Mitigation Grant Program
  • Transportation Security Admin.’s Behavior Detection Officer program
  • TSA’s Visible Intermodal Prevention and Response program

HUD: LOSES Impact: minus 13.2% Goal: $40.7B, down $6.2B

STATE DEPT, USAID: LOSES Impact: minus 28% Goal: $24.6B, down $10.1B
Terminations:

  • Global Climate Change Initiative
  • UN Green Climate Fund
  • UN Climate Investment Funds
Reductions:
  • $650M less for World Bank over three years
  • Educational and Cultural Exchange programs

TRANSPORTATION DEPT.: LOSES Impact: minus 13% Goal: $16.2B, down $2.4B
Terminations:

  • Essential Air Service program
Reductions:
  • $499M less for TIGER grants
  • Amtrak
  • Federal Transit Administration’s Capital Investment Program (New Starts)

TREASURY DEPT.: LOSES Impact: minus 4.1% Goal: $12.1B, down $519M
Terminations:

  • $210M Community Development Financial Institutions Fund grants
Reductions:
  • $239M less for IRS

VETERANS AFFAIRS DEPT.: GAINS Impact: plus 6% Goal: $78.9B, up $4.4B
Increases:

  • $4.4B more for veterans health care

EPA: LOSS Impact: minus 31% Goal: $5.7B, down $2.6B
Terminations:

  • More than 50 EPA programs including Clean Power Plan, Great Lakes Restoration, Chesapeake Bay Restoration, Energy Star; Targeted Airshed Grants; Endocrine Disruptor Screening Program and infrastructure assistance to Alaska Native Villages and Mexico Border

NASA: LOSES Impact: minus 0.8% Goal: $19.1B
Terminations:

  • $115M Office of Education
