Federal contract spend under Category Management reaches $144B
But small biz share for 2018 below pre-2016 baseline
The government’s category management initiative is meeting most of its goals, but the small business share appears to be lagging.
Total federal contract spending under category management was $144.8 billion in fiscal 2018, which exceeded the Trump Administration’s goal by 3.7%, the General Services Administration announced in its Government-Wide Category Management Dashboard Update report published on the Acquisition Gateway.
Small business utilization within category-managed spending was 31.0%, which surpassed the administration’s 30% goal. However, it was lower than the 31.1% baseline of pre-fiscal 2016, according to the GSA’s report.
The report also shows that small business utilization for category-managed spending dipped to 30.6% in fiscal 2016, and fell again to 29.7% in fiscal 2017, before rising last year.
Small business utilization increased in some categories, including professional services and facilities construction. It dropped in other categories, including information technology and industrial products and services.
GSA officials were not immediately available to comment on the small business trends in category management.
The Professional Services category currently is one of the most successful for small businesses. It has $32 billion of the total $76 billion in spending under category management. Of the total, 33.9% went to small businesses.
The GSA said its fiscal 2019 goals for category management in professional services include $32.8 billion spend under management and 34.5% in small business utilization.
