Veteran Fed Executive Heads SBA Contracting Programs

A 30-year veteran federal acquisition executive, Anthony R. Martoccia, has been named head of SBA’s Office of Government Contracting and Business Development.

Martoccia succeeds Allegra McCullough as associate deputy administrator.

“His expertise will play a vital role in administering the SBA’s government contracting programs and helping small businesses receive their fair share of federal contracting opportunities,” Administrator Hector Barreto said.

Martoccia’s office oversees the 8(a) and HUBZone programs, and the offices of Technology, Size Standards and Policy, Planning and Liaison and the federal Small Business Contracting program.

He has held procurement management positions at the Department of Transportation, NASA and the Defense Department. At DOT he managed major acquisitions including the development of the Federal Highway Administration’s Intelligent Transportation Systems.

Martoccia previously served at NASA headquarters as acquisition branch chief responsible for an annual procurement budget of over $1 billion. He also led the acquisition of the Army’s Night Vision Program as a contracting officer and held various procurement management positions at the Defense Logistics Agency.

New Director For Native American Office

A small business owner, William H. Largent, was named national director of SBA’s Office of Native American Affairs.

Largent will be responsible for directing SBA programs to promote services and opportunities for Native Americans.

He is a member of the Keweenaw Bay Indian Community and a board member of the Native American Business Alliance.

He started his first business, a janitorial service, at the age of 21. Most recently he was CEO of the Dibaa Group Inc., a customer relations management consulting and fulfillment company.
