New Rules For Anti-Terror Purchases

Emergency procurement authorities for terrorism-related acquisitions went into effect Feb. 23 under an interim rule issued by the Federal Acquisition Regulation councils.

The new rule raises the micropurchase threshold to $15,000, from $2,500, for terrorism-related purchases. It increases the simplified acquisition threshold to $250,000, from $100,000, for domestic purchases.

To qualify, purchases must be for the purpose of preventing or recovering from nuclear, biological, chemical or radiological attack.

The authorities were part of the Services Acquisition Reform Act (SARA), passed by Congress last year. The interim rule is FAR Case 2003-022 in the Feb. 23 Federal Register. Comments are due April 23.
